NOTE!  Failure to register the transport in question in the monitoring system may mean that the vehicle is stopped by the authorised services and f inancial penalties may be imposed.  If a lack of declaration is identified during the m ovement of goods, the transport cannot continue without regularisation.  Transports carried out without a SENT declaration w ill be treated as being performed without a permit for transport of goods by road.

NUEVAS NORMAS SISTEMA SENT EXTRANJEROS Como se informó hace unos días, se han realizado cambios en relación con las reglas del sistema SENT en Polonia. El Ministerio de Finanzas actualizó el sitio web del sistema SENT . Se han agregado nuevos formularios para las notificaciones de transporte internacional por carretera (RMPD), junto con un folleto que explica cómo registrarse, notificar, obtener un número de referencia y qué hacer si el sistema SENT no está disponible. Puede encontrar estas actualizaciones en el sitio web del sistema SENT . Los transportistas extranjeros deben tener en cuenta que pueden existir dos obligaciones simultáneas: 1. Supervisión de los transportes internacionales relacionados con los requisitos de permiso de circulación. 2. Supervisión de si las mercancías están catalogadas como mercancías sensibles a los impuestos en el sistema SENT, una medida que ya está en vigor y que continuará después del 1 de noviembre de 2024. También se tendrá en cuenta la siguiente información: • El número de referencia es válido durante 10 días a partir de su emisión. El transporte de mercancías debe notificarse antes de entrar en Polonia y el número de referencia debe entregarse al conductor. • Si solo se requiere un permiso de transporte y hay varios destinatarios en Polonia, proporcione los datos del destinatario/remitente para el último punto de descarga en Polonia. • Para el transporte en tránsito con varios destinatarios/consignatarios, incluya los datos de un

Select the appropriate form  from the screen view by selecting the button at th e top of the page: 3.1 If you wish to register a new carriage  select the form „ RMPD100 - Registration of the notification of the carriage of goods” 3.2 If you wish to update a previously created carriage notification  select the form „ RMPD – Update” 3.3 If you want to check the validity of a transport no tification (whether a notification has been made and is up to date) together with the late st GPS position  select the form “ RMPD406 – Checking the validity of transport report with last GPS position [RMPD]” 4 After selecting the appropriate form, fill in all r equired fields of the form according to their description. The reference number is valid for 10 days from the day it is issued. This means that you can declare the carriage of goods by road you a re carrying out 10 days before it starts in the territory of the Republic of Poland.

Notification of INTERNATIONAL ROAD TRANSPORT in the register of SENT declarations - RMPD Register (Register of Internati onal Road Transport) When international carriage of goods by road as ref erred to in Article 28 (1) and (1a) of the Road Transport Act and cabotage transport as referr ed to in Article 29 is carried out by an entity established in a non-EU and EEA country, the foreign carrier performing the transport:  on the basis of a permit to perform international r oad haulage;  on the basis of a multilateral ECMT permit;  without permit - liberalised transport on the basis of bilateral agreements with the Republic of with the Republic of Poland or transpor ts that do not require a permit, such as those performed under the Agreement between Ukra ine and the European Union of 29 June 2022 on the carriage of freight by road;  on the basis of a cabotage authorisation issued by administrative decision by the General Inspectorate of Road Transport. is obliged, prior to the commencement of transport within the t erritory of the Republic of Poland, to send to the register of notifications referred to in the SENT Act 1 , a notification of such transport. According to the new regulations, the obligation to register in the SENT system will apply:  as of 1 November 2024 - hauliers who are not established in an EU Member State, the Swiss Confederation or an EFTA Member State,  as of 1 January 2025 - carriers from other EU Member States, the Swiss Confederation or EFTA Member States. These are entities that perf orm road transport on the territory of Poland to or from a non-EU country on the basis of a permit required by the provisions of an international agreement binding Po land and that country. Three dedicated forms have been created on the PUES C platform at https://puesc.gov.pl/ in the ‘forms’ section: • RMPD100 – Registration of the notification of the carriage of goods • RMPD – Update • RMPD406 – Checking the validity of transport report with la st GPS position [RMPD]  Forms are now available on the test platform at https://test.puesc.gov.pl/  at any time to ‘try out’ how it works 1 Act of 9 March 2017 on the monitoring system for r oad and rail transport of goods and trade of heatin g fuels (Journal of Laws 2024, item 1218).
